U.S. and Chinese security experts are calling for nuclear-style safeguards around artificial intelligence as increasingly autonomous systems raise concerns about accidental military escalation.
The proposals include strict limits on AI involvement in nuclear command systems, mandatory human control over consequential cyberattacks and a dedicated U.S.-China hotline for AI-related military incidents.
The recommendations emerged from a dialogue involving the Brookings Institution and Tsinghua University’s Center for International Security and Strategy. The experts warned that an AI system interfering with nuclear networks or launching a cyber operation could leave both countries with only minutes to determine whether they were under attack.
The proposals have not been formally adopted by either government. They come as Washington and Beijing prepare for further discussions on AI and national security, highlighting growing concerns over how autonomous technologies could affect strategic stability.
