New Zealand and the Philippines have formally established a Comprehensive Partnership, marking a significant upgrade in bilateral relations aimed at deepening cooperation on regional security, trade, defence and economic development.
The agreement was announced on Tuesday, July 21, during a meeting in Manila between New Zealand Foreign Minister Winston Peters and Philippine Foreign Secretary Maria Theresa P. Lazaro, held on the sidelines of the ASEAN Foreign Ministers’ Meeting. The two ministers said the new framework reflects the growing importance of the relationship as both countries seek to support peace, security and prosperity in the Indo Pacific.
“New Zealand and the Philippines are close friends and trusted partners on the world stage, and today we turn this friendship into concrete action,” Peters said, adding that elevating ties demonstrates both countries’ commitment to a stable, rules-based Indo Pacific.
The Comprehensive Partnership establishes a framework for closer collaboration across four key pillars:
- Political engagement;
- Defence, security and maritime cooperation;
- Trade and economic ties; and
- People to people links.
Officials said the agreement will build on existing cooperation in maritime security, disaster response, education, agriculture and investment while encouraging more frequent high level exchanges between the two governments. The Philippines described New Zealand as an important partner in promoting regional stability and strengthening cooperation within ASEAN and the wider Pacific.
The announcement comes as both nations seek to deepen partnerships with like-minded countries amid growing geopolitical tensions in the Indo-Pacific, particularly over maritime security and freedom of navigation. Analysts say the upgraded relationship is expected to strengthen cooperation on regional challenges, including disaster resilience, climate change, cyber security and economic integration.
The new partnership also builds on years of expanding defence cooperation between Wellington and Manila, including military training, maritime exercises and the signing of agreements designed to improve interoperability between their armed forces.
