Reform UK has unveiled plans for a major overhaul of Britain’s welfare system, with the party proposing measures it says could reduce the benefits bill by more than £50 billion.

The proposals, championed by the party’s Treasury spokesman Robert Jenrick, would abolish Personal Independence Payments (PIP) and the health element of Universal Credit for working age adults as part of what Reform describes as the biggest restructuring of the welfare system in a generation.

Under the proposed reforms, nearly three million people could have their disability or sickness benefits withdrawn, reduced or replaced. Reform says the changes are intended to shift the welfare system away from long term dependence on cash payments and towards employment support and services aimed at helping people return to work.

The party plans to introduce a new Health Security Allowance to replace the existing disability payment arrangements. Under the proposed system, direct financial support would be focused on people with severe and enduring disabilities, while other claimants could receive assistance through support accounts administered by local authorities.

Reform has argued that the current welfare system has expanded significantly and is no longer financially sustainable. Jenrick said the proposed changes would address what the party considers excessive growth in health related benefit claims while ensuring that people with the most serious disabilities continue to receive financial support.

The plan also includes changes to the way employers handle long term sickness. Companies with more than five employees could be required to obtain insurance covering workers who remain off work for extended periods, with the aim of encouraging businesses to provide appropriate support and help employees return to employment.

Reform says the proposed approach is partly influenced by the Netherlands, where employers have greater responsibilities for workers who are absent because of illness.

The party also intends to replace multiple assessments with a single assessment carried out by clinicians. It argues that the system would reduce bureaucracy while making it more difficult for people with less severe conditions to qualify for long term cash benefits.

The proposals have already triggered a political backlash. Critics have questioned both the scale of the proposed savings and the potential effect on disabled people and families that depend on welfare payments.

Labour has described the £50 billion savings projection as unrealistic, while Conservatives have also criticised aspects of the proposal. Reform, however, maintains that the reforms are necessary to control rising welfare expenditure and increase the number of working age people participating in the labour market.

The party’s welfare proposals form part of a wider political programme aimed at reducing government spending, restructuring public institutions and changing the role of the state.

Reform UK leader Nigel Farage has made reducing what the party considers excessive government spending a central part of its political message as the party seeks to expand its support ahead of future elections.

The welfare proposals are expected to become a major issue in Britain’s political debate, particularly over how the country should balance fiscal discipline with support for people living with disabilities and long term health conditions.

Reform is expected to publish further details of its welfare blueprint as it seeks to persuade voters that substantial reductions in welfare spending can be achieved without abandoning people who genuinely require state assistance.
