he Federal Government has unveiled the harmonised Integrated Personnel and Payroll Information System, IPPIS, Human Resource modules to strengthen institutional capacity, improve workforce management and promote accountability across the federal civil service.

The Head of the Civil Service of the Federation, Didi Walson Jack, unveiled the first phase of the platform in Abuja on Monday, describing it as a major step towards building a modern, efficient and technology driven public service.

According to the News Agency of Nigeria, the new system was developed by Soft Alliance in collaboration with the Office of the Head of the Civil Service of the Federation and the Office of the Accountant General of the Federation.

Walson Jack said the platform would address fragmentation and inconsistencies in human resource management across Ministries, Departments and Agencies, while supporting the full workforce lifecycle.

The system covers biometric enrolment and onboarding, establishment management, human resource processes, payroll administration, employee mobility, employee self service, reporting and data analytics.

She said the employee mobility feature would eliminate lobbying for preferred postings by introducing a more transparent and automated process.

The Head of Service added that the platform, which currently serves 508 MDAs, would reduce duplication and errors, improve personnel records, strengthen internal controls and provide real time data for evidence based workforce planning and policy decisions.

The Chairman of the Federal Civil Service Commission, Prof. Tunji Olaopa, described IPPIS as one of the Federal Government’s most successful reforms since its introduction, noting that it had helped eliminate ghost workers and centralise workforce information previously kept in separate systems.
