Japan’s Chip Industry Revival Faces Pressure as Tokyo Backs U.S. Factories

Japan’s efforts to revive its semiconductor industry are facing questions as the country prepares to invest up to $21 billion in two chip factories in New York, United States.

The investment is part of a broader $550 billion commitment to the U.S. under a 2025 agreement with the Trump administration aimed at reducing tariffs on Japanese imports.

The planned factories will be operated by GlobalFoundries and are expected to strengthen U.S. semiconductor manufacturing. However, analysts have questioned whether the investment will significantly improve Japan’s domestic chipmaking capacity or strengthen its supply-chain resilience.

Japan is also investing in its own semiconductor ambitions, including the government-backed Rapidus project, which aims to produce advanced chips. The country is pursuing broader investments in artificial intelligence and other strategic industries.

The challenge for Tokyo is balancing its economic and security relationship with Washington against its goal of rebuilding a competitive domestic chip industry.

While Japanese companies could benefit from closer cooperation with U.S. manufacturers, questions remain over whether the overseas investment will deliver sufficient long-term gains for Japan’s own technology sector.
