Britain’s overcrowded and understaffed prisons are increasingly vulnerable to organised criminal networks, according to Pia Sinha, chief executive of the Prison Reform Trust.

Sinha, a former prison governor who has worked across the UK prison system, said severe overcrowding and deteriorating conditions were making it harder for prison staff to maintain control and provide rehabilitation. She warned that when staff numbers are inadequate, organised criminals can exploit the gaps and establish profitable operations inside prisons.

She said drugs and mobile phones are increasingly brought into prisons, including through the use of drones. Some prisoners involved in running these networks may appear well behaved and avoid drawing attention from staff, making them difficult to identify.

Sinha also pointed to the impact of poor prison conditions, recalling her experience at Liverpool prison, where prisoners were housed in cells affected by mould, broken windows, inadequate heating and other serious problems.

She argued that overcrowding affects both prisoners and staff, leaving officers with insufficient time to provide basic services, education and rehabilitation programmes. The resulting loss of control can also create risks for vulnerable prisoners who depend on staff for protection.

The comments come amid continuing pressure on Britain’s prison system, with overcrowding forcing authorities to consider measures such as temporary accommodation and early release.

Sinha said improving prison conditions is ultimately a public-safety issue because prisons that fail to rehabilitate offenders can contribute to future crime.
