Britain’s political parties are receiving an increasing share of their funding from some of the country’s wealthiest individuals, with donations worth millions of pounds becoming a growing feature of the political landscape.
Research by the Institute for Public Policy Research (IPPR) found that wealthy individuals have donated a combined £179 million to UK political parties since 2019. The research also showed a significant increase in donations of more than £1 million.
Between 2001 and 2018, individual donations above £1 million averaged about £3.9 million a year. That figure rose to an average of £13.1 million annually between 2019 and 2025, representing an increase of almost three and a half times. The research found that 72% of all individual donations above £1 million recorded since 2001 were made from 2019 onwards.
The latest figures have brought renewed attention to the role of wealthy donors in British politics, particularly following two donations of £36 million each to Reform UK from cryptocurrency billionaires Ben Delo and Christopher Harborne earlier this month.
The combined £72 million is the largest amount ever donated to a UK political party since formal donation reporting began in 2001. Reform has said the money is being used to strengthen its organisation, including expanding its campaign operation and hiring staff across target constituencies.
Other major parties have also benefited from substantial donations from wealthy individuals. The Conservative Party has received more than £20 million from businessman Frank Hester, while Labour donor Gary Lubner has contributed more than £9 million. The Liberal Democrats have also received significant backing from businessman David Sainsbury.
The growing scale of individual donations has prompted debate over whether Britain’s existing political funding rules provide sufficient safeguards against excessive financial influence.
Some Labour MPs have called for limits on individual political donations, with proposals including annual caps of £100,000 or £500,000. The government has so far stopped short of imposing a general cap on domestic donors, while a taskforce has been established to examine the wider issue.
The government has separately introduced measures targeting donations from overseas-linked British citizens. Under changes contained in the Representation of the People Bill, donations from certain overseas voters are subject to a £100,000 annual limit, with the government arguing that stronger safeguards are needed against foreign interference in British politics.
Transparency International UK has also highlighted the growing concentration of political donations among a small group of wealthy contributors. Its analysis found that in 2023, £56.5 million of the £85 million reported in private political donations came from 19 mega-donors, accounting for about 66% of the total.
Supporters of tighter rules argue that political parties should not become overly dependent on a small number of extremely wealthy individuals. Those defending the existing system, meanwhile, point to the importance of lawful political donations and argue that any reforms should also consider other major sources of party funding, including trade unions.
The debate is expected to continue as Parliament considers further changes to electoral and political funding rules. With the value of mega-donations reaching unprecedented levels, the question of how British political parties should be funded is becoming an increasingly prominent issue in Westminster.
