Lagos’ expanding use of land reclamation may be creating more space for development, but experts warn that adding new land alone will not resolve the state’s housing shortage or make homes more affordable for the majority of residents.
The concerns come as the pressure on available land continues to increase across Lagos, one of Africa’s fastest-growing urban centres. Reclamation has become an important tool for expanding developable areas, particularly around waterfront locations, but specialists say the approach comes with significant financial, environmental and planning challenges.
Town planners and real estate analysts say the cost of reclaiming and stabilising land, providing roads and other infrastructure, and managing environmental risks can determine the type of development that eventually takes place on reclaimed sites.
High development costs could make such areas more attractive to premium property developers than to projects aimed at low- and middle-income households, limiting their ability to address Lagos’ wider housing deficit.
Experts argue that reclamation should therefore form part of a broader urban development strategy rather than being treated as a solution to the city’s land shortage.
Proper environmental assessments, engineering standards and long-term monitoring are also considered essential because poorly executed reclamation projects can create problems involving land settlement, drainage, flooding and infrastructure.
The issue has become particularly important for Lagos because of the state’s exposure to coastal flooding and erosion. Authorities have previously raised concerns about the environmental consequences of uncontrolled reclamation, leading to restrictions on reclamation activities.
Beyond the availability of land, housing affordability remains one of the biggest challenges facing Lagos residents. Many households struggle with rising rents and the cost of purchasing property, while developers face increasing expenses for land, construction materials, financing and infrastructure.
Real estate analysts say simply increasing the amount of developable land does not guarantee that the resulting homes will be within reach of the people who need them most.
The location of new developments is another consideration. Housing projects built far from employment centres and public transport networks may increase the physical supply of homes without adequately addressing the needs of workers and families.
Planning experts have consequently called for greater attention to transportation, drainage, water supply, waste management and other essential infrastructure alongside housing construction.
Lagos has used reclaimed land for several major residential, commercial and mixed-use developments over the years. Some of the city’s most prominent developments along the waterfront have demonstrated the commercial value of creating additional land in a densely populated environment.
However, the experience also highlights the gap between creating high-value real estate and providing affordable housing at the scale required by the wider population.
The challenge for policymakers is therefore not simply how to create more land, but how to ensure that new development contributes to a more inclusive housing market.
Experts say a combination of better urban planning, affordable housing finance, infrastructure investment, effective land administration and carefully regulated reclamation will be needed if Lagos is to make meaningful progress in tackling its housing shortage
