The Enugu State Government has distributed 520 grinding machines to vulnerable residents across the state’s 260 political wards as part of efforts to promote economic independence, strengthen small-scale businesses and reduce poverty.
The beneficiaries, drawn from the state’s 17 local government areas, received the equipment during an empowerment programme organised by the Ministry of Human Development and Poverty Eradication in Enugu on Tuesday, November 3, 2026.
The initiative is designed to provide vulnerable households with practical tools for income generation, improve their living conditions and encourage self-reliance through productive economic activities.
Presenting the equipment on behalf of Governor Peter Mbah, the Secretary to the State Government (SSG), Professor Chidiebere Onyia, described the intervention as part of the administration’s broader commitment to human capital development and poverty reduction.
Onyia said the government had set a target of reducing the state’s poverty headcount index from 58 per cent to zero, noting that the distribution of grinding machines represented one of several interventions aimed at achieving the objective.
He explained that the programme was intended to help beneficiaries establish or strengthen small businesses, generate additional income and improve their families’ financial circumstances.
According to him, the state government recognises that infrastructure development must go hand in hand with direct interventions that improve the economic well-being of vulnerable citizens.
520 Beneficiaries Selected Across 260 Wards
In her welcome address, the Commissioner for Human Development and Poverty Eradication, Professor Benedette Okoli, disclosed that two vulnerable persons were selected from each of the state’s 260 political wards to benefit from the programme.
She said the distribution was organised to commemorate the 2026 International Day of the Poor and was made possible through the approval of Governor Mbah.
Okoli described the grinding machines as practical economic empowerment tools that would enable beneficiaries to engage in productive activities, earn income and provide for their households.
She further explained that beneficiaries were identified through the Enugu State Social Register of the Poor and Vulnerable, developed by the State Operations Coordinating Unit (SOCU).
According to her, the selection process was guided by established socio-economic indicators to ensure that assistance reached households facing genuine economic hardship.
She stressed that the exercise was conducted without political considerations, favouritism or personal connections, adding that the ministry would collaborate with relevant stakeholders to monitor the programme and ensure its long-term impact.
Government Introduces Monitoring Mechanism
The SSG disclosed that the government had established a monitoring framework through the Ministry of Budget and Planning to assess how beneficiaries utilise the equipment.
He cautioned recipients against selling the machines, emphasising that the items were provided to support productive ventures and promote financial independence.
Onyia added that the empowerment programme would be sustained, with further interventions expected to cover agricultural inputs, digital skills development and other sectors capable of improving livelihoods.
He said the administration would continue to rely on data-driven planning, monitoring and evaluation to ensure that government interventions delivered measurable benefits to the intended communities.
Social Register Strengthens Beneficiary Identification
Also speaking, the State Coordinator of SOCU, Mrs Joy-Blossom Eneh, represented by the Head of Monitoring and Evaluation, Mr Christopher Nnam, commended the governor for supporting the use of the state’s social register in identifying vulnerable households.
She explained that the register provides an evidence-based framework for determining eligible beneficiaries and ensuring that poverty reduction programmes reach people who genuinely require assistance.
Eneh disclosed that the unit had captured 586 beneficiaries, including indigent persons and petty traders, for various government support interventions.
She described the initiative as an important demonstration of how reliable social data could improve the targeting and delivery of public assistance.
Beneficiary Expresses Appreciation
Speaking on behalf of the beneficiaries, Mrs Ndidamaka Ejiri from Igboetiti Local Government Area expressed appreciation to the state government for providing the equipment.
She said the grinding machine would create an opportunity to improve household income and support family needs through productive business activities.
Ejiri pledged to put the equipment to proper use, noting that the intervention would make a meaningful difference to her family’s economic circumstances.
The distribution forms part of broader efforts by the Enugu State Government to expand livelihood opportunities and support vulnerable residents through targeted economic empowerment programmes.
With effective utilisation and sustained monitoring, the initiative is expected to provide beneficiaries with opportunities to establish income-generating activities, strengthen household resilience and contribute to economic development at the grassroots level.
