Flávio Bolsonaro Leads Lula in Brazil’s First-Round Vote, Setting Up October 25 Runoff

Brazil’s presidential election is heading to a second round after Senator Flávio Bolsonaro narrowly outperformed incumbent President Luiz Inácio Lula da Silva in Sunday’s first-round vote.

With almost all ballots counted, Bolsonaro secured about 47% of the vote against Lula’s 45%, leaving neither candidate with the majority required for an outright victory. The two will face each other again on October 25.

The result followed a campaign dominated by concerns over the cost of living, crime, public finances and corruption. Brazil’s public debt has risen above 82% of GDP, while the government has lowered its economic growth forecasts for 2026 and 2027 to 2.0% and 2.3%, respectively.

Lula has pointed to falling unemployment and inequality during his administration, but high living costs and household debt have remained major concerns for voters. Bolsonaro campaigned on demands for political change and tougher action against crime.

The election also carries significant implications for Brazil’s relations with the United States. Trade tensions between Washington and Brasília, including US tariffs on Brazilian goods, featured prominently during the campaign.

Voters also elected members of Congress, with all 513 seats in the lower house and two-thirds of the Senate contested. The composition of the next Congress will be important for whichever candidate wins the presidency.

The October 25 runoff will therefore decide not only Brazil’s next president but also the direction of its economic and foreign policy.
