The Northern Senators Forum has called for a transparent and independent investigation into the deaths of 37 suspected illegal miners who died while in the custody of the Nigeria Security and Civil Defence Corps (NSCDC) in Minna, Niger State.

The senators described the incident as deeply disturbing, stressing that allegations against detainees should not deprive them of their right to humane treatment and protection while in government custody.

In a statement issued by the forum’s chairman, Senator Abdulaziz Yar’Adua, the lawmakers demanded that investigators establish the circumstances surrounding the arrests, detention and deaths of the victims.

The forum also called for independent autopsies on all 37 victims, with representatives of the families and independent pathologists allowed to participate in the process. It said the investigation should determine who authorised the arrests and detention, where the suspects were taken, whether the facility was suitable for human habitation and how authorities responded to reported distress calls.

The senators further urged that the National Human Rights Commission, Nigerian Bar Association, credible civil society organisations and independent forensic experts be involved in the investigation.

They said anyone found responsible for criminal negligence, unlawful detention or other misconduct should face prosecution, regardless of rank or position.

The deaths followed enforcement operations against suspected illegal mining activities around the Wushishi-Lukoto axis of Minna. The suspects were reportedly arrested on September 15 and 16 before the deaths were discovered in custody on September 17. The exact cause of the deaths remains subject to investigation.

The Federal Government has already ordered a full investigation and suspended officers connected to the incident. The Interior Ministry announced on September 19 that a 10-member independent committee had been constituted to investigate the deaths, determine responsibility and recommend appropriate action. Twenty-one NSCDC officers have so far been suspended in connection with the incident.

President Bola Tinubu had earlier directed that the circumstances surrounding the deaths be thoroughly investigated, stressing that enforcement against illegal mining must be carried out within the law and with respect for the dignity and fundamental rights of people in custody.

The Northern Senators Forum also called for a nationwide review of detention facilities operated by security agencies to prevent similar incidents from occurring.

The tragedy has generated public anger in Minna, with protests and clashes reported following the deaths. Authorities have appealed for calm as investigations continue.
