Binance says customer withdrawals have returned to normal levels following a major cryptocurrency theft, while North Korea has dismissed US allegations linking it to the attack.

Binance has reported a recovery in customer activity following a cryptocurrency theft estimated at $6.3 billion, as the world’s largest cryptocurrency exchange moves to restore confidence among users.

The exchange’s co-CEO, Richard Teng, said withdrawals initially increased sharply during the first 24 hours after the incident but have since returned to more normal levels.

Speaking at Hong Kong Fintech Week on Tuesday, Teng said Binance was in strong financial condition and had replenished approximately 95% of the affected tokens using its own resources.

The company also reported that deposits were exceeding withdrawals on an hourly basis, suggesting that customer activity was stabilising.

North Korea Rejects US Accusations

The development comes as North Korea strongly denies allegations from the United States that it was responsible for the cryptocurrency theft.

The FBI has linked the attack to TraderTraitor, a hacking group associated with North Korea.

However, Kim Yo Jong, the sister of North Korean leader Kim Jong Un, dismissed the allegations as politically motivated, accusing Washington of attempting to portray the country as a state-sponsored cybercrime centre.

She described the US claims as a political provocation and suggested that the allegations reflected continued hostility towards Pyongyang.

Crypto Theft and North Korea’s Weapons Programme

North Korea has faced growing international scrutiny over allegations that cryptocurrency theft provides funding for its weapons development programmes.

Blockchain analytics firm Elliptic estimates that North Korea has stolen approximately $7.6 billion in cryptocurrency this year, marking its highest annual figure on record.

Meanwhile, Chainalysis estimates that 89% of cryptocurrency hacking losses recorded in 2026 were linked to North Korea, compared with 15% in 2021.

Security experts say the growing scale of these attacks reflects increasingly sophisticated efforts to target major cryptocurrency platforms and financial networks.

Binance Introduces Measures to Retain Users

As part of its efforts to restore customer confidence, Binance has introduced a promotional campaign offering trading fee rebates, rewards for eligible users and annual percentage rates of up to 10% on selected yield-generating products.

The campaign is scheduled to run until November 21.

The exchange has also gradually restored withdrawal services following a temporary suspension that lasted more than two days after the incident. Additional cryptocurrency assets and networks were made available for withdrawals on Tuesday.

Binance previously reported net outflows equivalent to approximately 3% of the assets held on its platform since withdrawals resumed.

Despite the scale of the incident, analysts say the relatively limited market reaction suggests that investors are distinguishing between security failures at individual exchanges and the broader cryptocurrency market.

The incident nevertheless highlights the continuing cybersecurity challenges facing digital asset platforms and the importance of maintaining user trust in the rapidly evolving cryptocurrency industry.
