Ukraine is losing an estimated $45 million for every hour that missile and air-raid alerts force businesses to suspend operations, highlighting the growing economic cost of Russia’s intensified aerial attacks.
Ukraine’s Economy and Environment Minister Oleksandr Kravchenko said repeated alerts are forcing workers into shelters, with sirens sometimes lasting up to 10 hours a day. The disruption affects factories, warehouses, logistics operations and other businesses, reducing production and economic activity.
Russian attacks have also increasingly targeted infrastructure supporting Ukraine’s economy, including industrial facilities, logistics hubs and data centres. Kravchenko estimated that attacks in 2026 alone have caused about $10 billion in damage to fixed assets.
To reduce the economic impact while maintaining safety, Kyiv has introduced a two-tier warning system. A red alert signals a missile threat and requires people to seek shelter, while a yellow alert for drone threats allows many businesses to remain open where conditions permit.
Kravchenko said more than half of businesses continue operating during yellow alerts, although recent strikes have demonstrated that the lower-level warning does not eliminate the risk to workers.
The disruption comes as Ukraine faces mounting pressure on its public finances and prepares for another difficult winter amid continuing attacks on energy and commercial infrastructure.
