Fresh cases of alleged sexual violence in India have renewed debate over how authorities and society respond to threats against women, with activists warning against placing the responsibility for safety primarily on women.
Two recent incidents have drawn widespread attention. In Bihar’s Jamui district, a video showing men allegedly harassing and molesting two teenage girls sparked outrage. In Delhi, a 17-year-old girl was allegedly gang-raped in a park by men who reportedly posed as police officers.
The incidents have also triggered measures aimed at restricting women’s exposure to potentially dangerous public spaces. In Bihar, women have described increased pressure to limit their movements, while authorities in Delhi moved to restrict access to some parks after dark. A prominent women’s college in the capital also temporarily shifted classes online.
Women’s rights campaigners argue that such responses can unintentionally shift attention away from perpetrators and the institutions responsible for preventing and prosecuting sexual violence. They say stronger action is needed to address harassment, accountability, policing and social attitudes toward gender-based violence.
The debate reflects a broader concern in India over whether restrictions on women’s movements can provide lasting safety or instead reinforce limits on women’s participation in public life.
