The Nigeria Civil Aviation Authority (NCAA) has fined RwandAir N15 million for failing to resolve a passenger complaint involving baggage within the period prescribed by Nigeria’s aviation regulations.

The sanction forms part of the regulator’s continued enforcement of consumer protection standards in the Nigerian aviation sector. The NCAA has increasingly placed airlines under scrutiny over their handling of passenger complaints, baggage issues and other obligations to travellers.

According to information on the latest enforcement action, RwandAir was fined after failing to resolve the baggage-related complaint within the stipulated timeframe. The airline is also expected to comply with other requirements connected to the resolution of the passenger’s complaint.

The NCAA’s action reinforces the regulatory requirement for airlines operating in Nigeria to address passenger complaints promptly and in accordance with established consumer protection rules.

Baggage-related problems remain a common source of complaints among air travellers, particularly when luggage is delayed, damaged or lost during a journey. Such incidents can create additional costs and inconvenience for passengers, especially those travelling for business, work or important personal engagements.

The regulator has continued to emphasise that passengers are entitled to appropriate assistance and redress when airlines fail to meet their obligations.

The N15 million penalty also sends a signal to other carriers operating in Nigeria that failure to comply with passenger protection requirements can attract significant financial sanctions.

The NCAA has in recent months stepped up enforcement against airlines over various regulatory and consumer-related breaches. The measures are part of broader efforts to strengthen accountability within the aviation industry and ensure that airlines comply with Nigeria’s Civil Aviation Regulations.

For passengers, stronger enforcement could provide greater confidence that complaints involving baggage, flight disruptions and other service failures will receive proper attention.

Airlines operating in the country are therefore expected to strengthen their customer service and complaint-resolution systems to ensure that passenger grievances are handled within the required timelines.

The latest sanction against RwandAir comes as Nigeria’s aviation sector continues to face increasing demand for reliable international and domestic air services. Regulatory compliance remains critical to maintaining passenger confidence and improving the overall quality of air travel.

The NCAA’s decision demonstrates that airlines cannot overlook consumer protection obligations and that unresolved passenger complaints can result in regulatory consequences.
