Paramount Sets 30-Film Annual Target as Warner Bros Merger Reshapes Hollywood

Paramount Skydance is preparing to significantly increase its theatrical output, pledging to release at least 30 films a year as part of the conditions surrounding its planned $110 billion acquisition of Warner Bros Discovery.

Under the agreement reached with California and 11 other US states, the combined company must distribute at least 30 theatrical films annually during its first two years, rising to 32 films a year for the following three years. That compares with about 28 films the two companies are expected to release this year.

The commitment comes as Hollywood studios have generally reduced the number of films released in cinemas. The last time a single company released 30 movies nationwide was in 2007, when the theatrical market was operating under different economic conditions.

Paramount must also spend at least $300 million more each year on domestic film production than it did in 2025, amounting to a minimum $1.5 billion over five years. The agreement includes a $30 million penalty for every film missing from the annual target.

The challenge will be maintaining a commercially viable slate while meeting the volume requirement. The merged company will need to balance major franchise releases with independent productions and manage production and marketing costs at a time when streaming has transformed Hollywood’s business model.

The merger therefore creates both an opportunity to expand cinema offerings and a significant operational test for Paramount’s new Hollywood strategy.
