Telecommunications operators in Nigeria have called on the Federal Competition and Consumer Protection Commission (FCCPC) and the Nigerian Communications Commission (NCC) to establish a clear and coordinated regulatory framework governing airtime and data credit services, saying greater clarity is needed to support innovation while protecting consumers.

Industry stakeholders argue that the increasing demand for airtime and data credit products has created regulatory uncertainties, particularly around consumer protection, repayment mechanisms, dispute resolution, and the responsibilities of service providers.

According to operators, harmonised guidelines from both regulators would eliminate overlaps, provide legal certainty, and encourage wider adoption of digital credit services across the country.

Speaking on the development, industry representatives noted that telecom companies have invested significantly in expanding digital financial services, including airtime and data lending, which have become essential for millions of subscribers facing temporary cash constraints.

They, however, stressed that the absence of a unified framework has resulted in varying interpretations of regulatory obligations, creating operational challenges for operators and their financial technology partners.

“Clear regulations will provide confidence for operators to continue innovating while ensuring subscribers are adequately protected,” a telecom executive familiar with the matter said.

The operators also urged regulators to define standard procedures for customer consent, debt recovery, service charges, complaint resolution, and data privacy in relation to airtime and data credit services.

Analysts say a collaborative approach between the NCC and FCCPC could help balance consumer rights with business sustainability, particularly as Nigeria’s digital economy continues to expand.

Industry observers believe that a comprehensive policy framework would reduce regulatory disputes, improve transparency, and strengthen consumer trust in digital lending services offered through mobile networks.

The call comes amid growing demand for flexible telecom services, with many subscribers relying on airtime and data credit to remain connected for business, education, and social activities.

Neither the FCCPC nor the NCC had issued an official response to the operators’ latest call at the time of filing this report.
