Singapore Prime Minister Lawrence Wong has appointed first term lawmakers Foo Cexiang and Shawn Loh as Ministers of State in a Cabinet reshuffle aimed at giving younger political office holders greater responsibilities as part of the country’s leadership renewal.
Wong announced the appointments during a broad Cabinet reshuffle that also saw several senior ministers take on new portfolios. He said the changes were intended to balance continuity with the development of a new generation of leaders capable of guiding Singapore through future economic and geopolitical challenges.
The Prime Minister’s Office said Foo Cexiang, a first term Member of Parliament for Tanjong Pagar GRC, will be appointed Minister of State for Manpower and Minister of State for Trade and Industry. Shawn Loh, a first term MP for Jalan Besar GRC, will serve as Minister of State for Education and Minister of State for Health. Foo’s appointment takes effect on September 1, 2026, while Loh will assume office on January 1, 2027.
Lawrence Wong said both men had made a strong start in Parliament since entering politics in the 2025 General Election and were being brought into government early to gain executive experience. He added that Singapore’s leadership renewal is a continuous process that requires capable individuals to be entrusted with greater responsibilities as they prove themselves.
The reshuffle is Wong’s third since becoming Prime Minister in 2024 and includes the promotion of several younger office holders while retaining experienced ministers in key positions. Analysts said the appointments reflect the government’s strategy of preparing a new generation of leaders while maintaining stability during a period of global economic uncertainty.
The new appointments will take effect in phases over the coming months.
