North-East Governors Plan Regional Air Shuttle, Adopt 11-Point Development Agenda

Governors of the six North-East states have agreed to establish a regional air shuttle as part of measures to improve transportation, strengthen economic integration and facilitate the movement of people and goods across the subregion.

The decision was contained in an 11-point communiqué issued at the end of the 13th regular meeting of the North-East Governors’ Forum (NEGF), held in Maiduguri, Borno State, on Saturday, October 3, 2026.

The meeting was chaired by Borno State Governor and NEGF Chairman, Babagana Umara Zulum. The governors reaffirmed their commitment to working together on issues affecting the region, particularly security, infrastructure, economic integration and development.

As part of efforts to reduce transportation costs and support economic activities, the Forum also agreed to partner with Green Ville Energy to establish more Compressed Natural Gas (CNG) and Liquefied Natural Gas (LNG) stations across the region.

The governors welcomed Federal Government support through the North-East Development Commission for 10,000 electric tricycles, 10 electric buses and 300 electric taxis, which are expected to be launched in October.

On infrastructure and energy, the Forum welcomed renewed attention to the Port Harcourt–Jos–Bauchi–Gombe–Maiduguri rail corridor and the Akwanga–Jos–Bauchi–Gombe–Biu–Maiduguri highway.

The governors also called for the revival of stalled oil exploration in Magumeri and Gubio Local Government Areas of Borno State and urged accelerated action on the Mambilla Hydropower Project.

The communiqué further addressed security, education, youth empowerment, vocational training, entrepreneurship and environmental protection, with the governors pledging stronger regional cooperation to tackle the challenges confronting the North-East.
