France and Canada Deepen Strategic Ties as Ottawa Strengthens European Links

France and Canada have agreed to deepen cooperation in defence, energy, trade, technology and other strategic sectors as Ottawa seeks stronger economic and security ties with Europe.

French President Emmanuel Macron and Canadian Prime Minister Mark Carney reached the agreement during a meeting on Sunday in Saint-Pierre-et-Miquelon, a French territory off Canada’s Atlantic coast. The visit was the first by a Canadian prime minister to the territory and came amid growing tensions between Canada and the United States.

The two leaders discussed plans to strengthen cooperation between Canada, France and the European Union, including potential collaboration in space infrastructure, defence industries, artificial intelligence and energy security.

Macron also expressed support for Canada’s potential status as the European Union’s first associate member. The proposal is part of Canada’s broader effort to diversify its economic and strategic partnerships beyond its traditional dependence on the United States.

Carney said Canada and France shared important interests in strengthening resilience and prosperity, while the two leaders highlighted their commitment to democracy, international law, scientific cooperation and strategic autonomy.

Energy was another major area of discussion. France is interested in greater access to Canadian liquefied natural gas as Europe seeks to strengthen and diversify its energy supplies. The countries also intend to expand cooperation on critical economic sectors and trade diversification.

The meeting carries wider geopolitical significance as Canada reassesses its relationship with Washington while building closer links with European partners. Ottawa has recently pursued deeper economic and defence cooperation with the EU, including discussions around a broader strategic partnership.

The two leaders are expected to continue discussions during the United Nations General Assembly in New York, where international security, Ukraine, the Middle East and Arctic affairs are also expected to feature prominently.
