Kum joined WAEC on July 17, 1998, as Assistant Registrar II and rose through several positions, including Director of Administration, Zonal Coordinator and Senior Deputy Registrar for Test Administration.

WAEC described him as an experienced test developer, administrator and executive with expertise in examination security, test administration and branch management.

He has also been involved in technological innovations, including facial recognition for attendance and computer-based Achievement Tests.

Kum holds a Bachelor of Agriculture in Animal Production from the University of Agriculture, Makurdi, and a Postgraduate Diploma in Education from the National Open University of Nigeria.

He is currently pursuing a Master’s degree in Educational Administration and Planning.
