British Prime Minister Andy Burnham has suspended an early prison release scheme that was due to begin in September, saying the government will review the policy before deciding whether it should proceed.
The scheme had been designed to ease pressure on England’s overcrowded prison system by allowing some eligible inmates to be released earlier than planned under strict conditions. The government said the programme has now been paused while ministers reassess its potential impact on public safety and the criminal justice system.
Burnham said protecting the public would remain the government’s top priority, adding that any reforms to the prison system must strike the right balance between reducing overcrowding and maintaining confidence in the justice system. He said the review would examine whether additional safeguards or changes were needed before the policy could be implemented.
The decision follows criticism from opposition politicians and victims’ groups, who argued that releasing prisoners early could increase risks to public safety. Supporters of the original proposal, however, said England’s prison estate is under severe strain and requires urgent measures to address overcrowding while longer term reforms are developed.
Justice officials said the government remains committed to broader prison reforms, including expanding prison capacity, improving rehabilitation programmes and reducing reoffending. The outcome of the review is expected to determine whether the early release scheme is revised, delayed further or abandoned altogether.
England’s prisons have faced mounting pressure in recent years because of rising inmate numbers, prompting successive governments to consider emergency measures while investing in additional prison places.
